Skyguard Prisoner missing spawns

Current Behaviour

The Skyguard Prisoner seems to always spawn at the same location.

Expected Blizzlike Behaviour

He should have 3 different locations in which he can spawn. It also looks like the cages he can spawn in are missing at the 2 other spots.
