SSC Boot Patterns don't drop from trash

Current Behaviour
At the moment, boot crafting patterns appear to be dropping only from bosses. We've been fully clearing SSC for a few weeks and have only seen boot patterns drop from a raid boss.
Conferring with other guilds yielded similar results (no boot patterns dropping, and our only drop has been one boot pattern from a boss).
Expected Blizzlike Behaviour
Boot and belt patterns should drop from trash, not just belt patterns. Both should be able to drop from SSC+TK trash.

The wowhead loot tables for the patterns above show that whether the goal is to be TBC-accurate during T5 or 3.3.5 accurate to wotlk retail, both scenarios involve the boot patterns dropping from SSC trash.
Additionally - raided T5 retail and watched them drop. Went back to attune people during T6 - watched it drop.

It appears that this and similiar patterns can drop off any trash in TK/

Remember, the plans are BoE, the item is BoP.

Steps to reproduce the problem
Check the loot table or speed-clear SSC PTR trash repeatedly to see if they are dropping boot patterns.
