Portal to Wintergrasp

Current Behaviour

The Portal to Wintergrasp simply doesn't work, I've tried everything, but it doesn't work.

Expected Blizzlike Behaviour

The portal should work.

Looks like if the Battle for Wintergrasp is inactive, the faction with ownership will have the portal spawned, but if the Battle is active, neither faction will have their portal spawned. In this situation, it looks like the Battle is inactive and the Horde control Wintergrasp, but the Alliance portal is still spawned.
