[TBC Karazhan] Wizard of Oz event doesn't restart when wiping in the first phase

Current Behaviour

Event doesn't restart on a wipe. Meaning if the team dies, there is no way to try the fight again.

elthehablo: This should only happen when The Crone has not been summoned. If the Crone has been summoned, the event currently does reset. With my PR you can also reset during the first phase.

Expected Blizzlike Behaviour

You should be able to wipe and restart the event as many times as you want.

Steps to reproduce the problem

1. .tele kara
2. take a right into the ball room, then head to the Opera event
3. Fight Wizard of Oz
4. Wipe and see if the event can be restarted.

Extra Notes

Apparently the event never ends, as I can't re enter and I get this message:
