(Spells): Mage's portal becomes unusable if caster is offline.

Current Behaviour

Currently if a mage casts a portal spell (e.g. Portal: Dalaran) while in a party with someone else and logs out, the other player will not be able to use the portal.

Expected Blizzlike Behaviour

The second player should still be able to use the portal in this circumstance. This also applies to any players invited to the group afterward (e.g. another character on portal caster's account).

Steps to reproduce the problem

1. Create a party with two characters.
2. .learn 53142 on one character.
3. Cast the spell.
4. Log-out the caster character.
5. Try to use the portal on the other character.
6. Observe that it does not work.
