I think this project is dead..

Spine offered support to the Phaser team and they could implement spine in a further version.

This is for Phaser2, it will not work on Phaser3. I wouldn't say this is dead yet, it's still the most upto date runtime that works with Phaser, though a working spine runtime for Phaser3 would probably kill it.
