RX 6600 crashes after applying any settings

for reference, this is what it loads from the "active" which should be completely impossible, as the card's default max gfx clock is in the 2500s if i try to lower it, undervolt, or anything, it locks up the PC after 3 seconds.

yes, i can use LACT (with similar values) without issues. but somehow, this crashes the card.
