Make it so that AMI builds can occur in parallel

Build on the work done in https://github.com/azavea/cac-tripplanner/issues/1271 to ensure that local working directory state isn't a prerequisite for AMI builds. Ensure that the OTP graph is used for the otp AMI build, but not for the app AMI build.
