Updated this file with higher max values for a potential fix for overclocking

Confirmed the changes i made will provide a higher ceiling for anyone that wants to overclock their Steam Decks in Windows. Of course modification with the powercontrol.dll.ini to include TDP and clocks but that can be a user modification.

My main focus for this pull request was to figure out why the clocks would not go past 3.8 GHz on the CPU and 1900 MHz on the GPU.

Since this goes beyond regular limits found in device. I'm closing this. Developers can compile with this change included.
