The documentation already existed, but there was no mentioning of it in the main Readme.md

@niekoost The latest code base of GitLab Runner's Documentation was moved to https://gitlab.com/gitlab-org/gitlab-runner, and you can see https://gitlab.com/gitlab-org/gitlab-runner/blob/master/docs/index.md has the link you pointed out.

You can also confirm that on the official docs: https://docs.gitlab.com/runner/
