Adds some description and badge to README.

This explains that it doesn't contain gitlab-ci-multi-runner but is meant to be used a an image for its --docker-image parameter. It also includes the image size and some details on how to use it.

As a side note, I'd make it based on Alpine like the official docker:dind. You just need to include Glib-C for example from https://github.com/andyshinn/alpine-pkg-glibc/
