Not all locked phones are stolen

I often buy phones in county jail auction of unclaimed property some phone are lock some no lock just a gamble. Currently have iphone 11 locked owner went to prison and didn't claim his property. Now I legally own a locked device.

its kinda obvious what if you forget your password and cant recover your icloud account? however most of the times its a stolen phone so we cant take chances

well that's not our problem, we will and should not help you with any locked device as we cannot prove this.
