[Helm/Terraform] Make the CD_REGISTRATION_FLOW value a template

Is your feature request related to a problem? Please describe. Currently a user would have to hardcode this value, if they wanted to take advantage of automatic profile creation. This is not ideal for a terraform installation.

Describe the solution you'd like Make the CD_REGISTRATION_FLOW value a template and make it a parameter in the terraform installation.

Describe alternatives you've considered Hardcoding the value.
