Cloudformation template for kubeflow deployment.

Is your feature request related to a problem? Please describe. Many customers like to have infra as code for production grade deployment. We have seen customers using cloudformation(cfn) or terraform to deploy kubeflow.

In our service integration we should provide cfn for each integration as well combined so that customer can just edit the value and re-deploy the kubeflow. With CFN help customer will be able to re-use and control source code version.
