[Dashboard]: Y axis label input is not disabled when the view y axis is OFF for the Bar chart.

For the Bar Chart,

1. Y axis label input is not disabled when the the view y axis is OFF.
2. Y axis label is showing on the Chart even when the view y axis is OFF.

To Reproduce Steps to reproduce the behavior:

1. Add the bar chart widget
2. Add some properties
3. Open the Configuration panel and enter Y axis label in the Axis section
4. Turn OFF the view Y axis

Expected behavior Disable Y axis label input and hide the y axis label in the chart if the view y axis is OFF.
