Describe the bug

Action buttons grid should not be visible under view mode on edge mode

To Reproduce Steps to reproduce the behavior:

  1. Go to a dashboard with a widget
  2. Go to (pre)view mode
  3. Move mouse over a widget
  4. See the grid

Expected behavior

Action buttons grid should not be visible under view mode; nothing happens when mouse over
