Publish SDLF CFN modules via the registry

Is your feature request related to a problem? Please describe. To enable proactive controls in Control Tower, a preventive control is a pre-req. It prevents the creation of CFN modules. So at least the SDLF foundations/team pipelines fail. Workaround is to disable proactive controls, which is not desirable.

Describe the solution you'd like If you published the SDLF modules via the registry as public modules, and skipped the module creation in the pipelines, customers can continue to use proactive controls.

Describe alternatives you've considered Disabled proactive controls, which is not desirable.
