Replace logs:TagLogGroup permission with logs:TagResource

logs:TagLogGroup is deprecated in favour of logs:TagResource (see for example https://github.com/serverless/serverless/discussions/11605). Replace it everywhere in SDLF.

It's likely used at least in these files:

  • ./sdlf-team/template.yaml
  • ./sdlf-cicd/template-cicd-domain-roles.yaml
  • ./sdlf-cicd/template-cicd-domain-team-role.yaml
  • ./sdlf-cicd/template-cicd-prerequisites.yaml

It would be nice to replace instances in SDLF 1.x too (master branch).
