feat(al2023): support kernel v6.12

What would you like to be added: I'd like support for the v6.12 kernel family to be added to AL2023 EKS AMIs now that it's GA as part of AL2023.7.

Why is this needed: I'd like to be able to use some of the newer eBPF functionality such as netkit.

Some of our dependencies are still adding support for 6.12. We expect that to be resolved within a few weeks.

@mlladb FYI Bottlerocket 1.39.0 is switching to the 6.12 kernel for EKS 1.33.

Bottlerocket has that enabled now for all 1.33 images, so I think it should be safe to proceed.

Our AL2023 AMI Releases v20250801 and later use the 6.12 kernel for k8s versions >= 1.33
