Migrate the 2 examples using conan to vckg.

cpp/example_code/cognito/conanfile.txt cpp/example_code/cross-service/serverless-aurora/conanfile.txt

Update the instructions in the READMEs.

Add vcpkg install and build to "cpp/build_all_examples.sh"
