Audit action metadata for strict formatting

Metadata for Action examples are supposed to use a strict naming scheme:

svc_ActionName

Where 'svc' is the Smithy name of the service and 'ActionName' is the Smithy API name. This is especially important with the upcoming addition of CLI examples, because this name is used to identify examples for CLI additions.

A few examples with incorrect casing (actionName instead of ActionName) have turned up, but there might be more, so we need to write a script to scan metadata and ensure all of these examples adhere to the format.
