[Story]: Python: switch DynamoDB item tracker to REST/React

The user story

As a Python/Dynamo dev, I want to see the item tracker example using a REST API and React frontend so that I can have a more consistent experience.

I know this is done when:

  • The Python DynamoDB item tracker cross-service example uses a REST/React architecture instead of Flask.
