Generate service "stubs" for smithy models that implement the server side of the operation.

Just curious if there is an ETA for this. Trying to gauge whether I should just go down the rust/typescript route.

We've made significant progress on this item with the merge of #497, but there is still a sizable amount of effort remaining.
