Linking Readthedocs to Example Notebook Readthedocs

Issue #, if available: N/A Description of changes: A few changes:

1. Adds Jinja2==3.0.0 to requirements.txt file for it to be able to build, I am unable to build locally/read the docs otherwise
2. Adds example top level node to index file that displays our 20 golden notebooks and links to the examples readthedocs
3. Fixes links for sagemaker pipeline example notebooks to link to readthedocs not the github
4. Creates example_rst file if you click on top level node Testing done: I have tested locally, here is a link for further testing https://sagemaker-python-sdk-ryandana.readthedocs.io/en/latest/amazon_sagemaker_examples.html
