Fix orphan code upload by processing step

Description of changes: Processing Step may evaluate its arguments properties more than once, causing unwanted side-effects: the same code is uploaded many times, but only the latest upload will be used, and the earlier uploads will linger on S3. See also this instrumented pipeline example to demonstrate the issue.

Testing done: (1) unit tests, (2) integration tests, (3) abalone_build_train_deploy/sagemaker-pipelines-preprocess-train-evaluate-batch-transform.ipynb

I'd like to close and withdraw this PR, as it potentially changes the existing behavior of the pipeline API. In particular, the pipeline risks of using stale version of source tarball, when local version are changed.
