From Limits on AEAD Usage in draft-ietf-quic-tls-32:

Endpoints that limit the size of packets MAY use higher confidentiality and integrity limits; see Appendix B for details.

This should include configuring the key update window size where the peer attempts to initiate a key update before a key hits the confidentiality limit.
