Add "Submitting" Wheel to %load command after submit

Is your feature request related to a problem? Please describe. I was using the %load command to bulk load data into Neptune. When I clicked submit, there was an issue where it could not connect to the provided S3 buket. However, from a customer viewpoint, I clicked submit and nothing happened. After a few mins an error message appeared but during that time it did not look like I had submitted the job.

Describe the solution you'd like After clicking the Submit button I would like the screen to show a message/spinner saying that the job is being submitted
