Cleanup CloudStack network resources pre-test

Description of changes: CloudStack's network and virtual router encounters problem on a frequent basis. Due to these failures, our e2e CloudStack tests fail and doesnt perform proper testing. This change aims to clean up cloudstack networks by deleting the virtual router and restarting the network which will create a new virtual router.
