Internal NLB support

Use case: for traffic (not HTTP traffic) coming into the VPC on a VPN appliance deployed in the private subnet and wanting to keep traffic off of the public subnet.

Current work around was to just deploy as backend services and then outside of copilot create a NLB. And yes discovery services work as well.

It would be better if an internal NLB could be supported to address this use case.
