sam-local command line arguments

Would be really handy if we could specify our own command line arguments when running a sam-local configuration.

For example, the docker-network argument would be really good! But perhaps something as simple as providing a section in the run configuration screen to pass in any command line arguments you want. Keep up the good work guys :)
