The TSConfig useUnknownInCatchVariables was disabled while bumping to TypeScript 4.6.2 in https://github.com/aws/aws-sdk-js-v3/pull/3448

Describe the solution you'd like

Enable useUnknownInCatchVariables (default), and fix issues caught by it.
