Looks like flask only needs it if the Python version isn't one of the newer ones (which is the case for our MacOS installer for any readers unfamiliar): https://github.com/pallets/flask/blob/66af0e55ef6631d05c691707da19d0f1c46921ea/pyproject.toml#L29
