Add Support for Windows Server 2022

Describe the feature Adding a Docker image for Windows 2022. As we provision EKS clusters with Windows nodes running Windows Server 2022, we expect the node-termination-handler to still work. The current image you provide only supports Windows Server 2019.

Is the feature request related to a problem? Yes, as of now, you get an error when a K8s pod tries to pull the image on a Windows Server 2022 node.
