Any chance this could be updated and merged? docutils 0.17 is 3.5 years old and it triggers a lot of conflicts in Conda.
A newer version of docutils exists, but since this PR has been edited by someone other than Dependabot I haven't updated it. You'll get a PR for the updated version as normal once this PR is merged.
