Add the startingPositionTimestamp to ManagedKafkaEventSource and SelfManagedKafkaEventSource.

- AWS::Lambda::EventSourceMapping supports
StartingPositionTimestampas one of the supported properties. - CDK L2 EventSourceMapping and CfnEventSourceMapping L1 constructs also supports
startingPositionTimestamp.
