Updating the go version and some dependencies. The version of github.com/Microsoft/hcsshim in particular has a dependency which was moved to a different repository (https://github.com/mitchellh/osext) .

v3 of actions/upload-artifacts has also been deprecated since: https://github.blog/changelog/2024-04-16-deprecation-notice-v3-of-the-artifact-actions/
