Install correct version of smdebug in mxnet-spot-training-with-sagemakerdebugger.ipynb
Issue #, if available: Fixes https://github.com/aws/amazon-sagemaker-examples/issues/1518 Daily CI fails
Description of changes: It is found that the daily CI failed because the right version of smdebugger is not used (i.e. the version is too old). Therefore, we use a requirements.txt to install the correct version. With that, the issue is fixed.
Testing done: Ran the notebook end-to-end and it worked.
