Support multiple Grafana organizations per workspace

I understand why a workspace admin doesn't have the server admin role, but it would be great to be able to create separate organizations on a workspace. I've found it difficult to segregate data source access between teams, but also allow sharing access to dashboards between teams. The logical step reading the Grafana documentation seems to be splitting teams into their own organization, but that doesn't seem possible on AMG. The only option I can see is creating a workspace per team, which comes with the overhead of hooking up SAML authentication to each workspace and an increased cost of having more user licences per workspace. If AMG could support an API to manage many organisations on a single workspace, that would solve quite a few of our issues.
