Update to Snakemake >7.11

Description

Version 7.11 includes a rework of resource handling for job groups. This would be super helpful in the context of AGC considering that the job submission overhead can add up.

Use Case

The specific feature I'm looking forward to is being able to automatically collate multiple Snakemake jobs serially into a single AWS Batch job. This new feature should enable this fairly seamlessly.
