How to modify the UI for Admin tool?

Dumb question, but can't piece together the build system for the Admin tool... Can anyone point me to a doc on how the build system works? For example, I want to enable the admin to write multiple answers... so want the "answer" section to work like the questions section... Is this all vue.js framework or something? Any pointers appreciated. Thx.
