Language is not getting updated from Cloudformation stack update

After launching the stack we updated the language parameters a couple of times but after a few months when we tried to update the language the change is not reflected on the client-side html page. We found that the changes are reflected till API Gateway but the API Gateway is not deploying the new changes. As a temporary fix, we deploy the API Gateway manually. How can this be fixed?
