Update react-horizontal-scrolling-menu

Description

  • Added couple of tests for Tabs
  • Upgraded react-horizontal-scrolling-menu library (I'm an author, do you need a frontend dev by any chance?)
  • Fixed error in pre-commit hook

Testing

Unit tests passing, but better to check that Tabs.tsx working.

Deployed it, but having issues with running it locally, some errors with backend, can't figure it out yet.
