Decouple build from deploy scripts

Currently the build script fails if users don't create a destination bucket first. All the commands for deployment, such as making the bucket and copying CF templates and lambda code to that bucket should be moved from the build script to a separate deploy script. This will make it easier for new users to build and deploy, and also make MIE fit the build patterns used by other certified AWS solutions.
