Installation: Specify custom defined CIDR when launch with a new VPC

Describe the feature

As a customer, I'd like to specify the CIDR when launching the solution with a new VPC.

Use Case

The default CIDR (new VPC) is 10.255.0.0/16. It is overlap with my existing VPC.
