Need ability to deploy resources on Management account

Feature: Ability to deploy resources on Management Account. Description: Came across few use cases from a customer which need ability to deploy resources on management account. Few example use cases are to 1\ tag AWS accounts for a partner billing product integration, 2\ Performing operations like creating mappings on AWS SSO.

Most Importantly customer do not want to be restricted with current use cases, they like to have flexibility to handle future use cases as well.

For me, this partially works. The documentation says it doesn't but I can deploy StackSets to the management account.
