Reset Password Link Broken
The "Reset Password" workflow is broken. Administrators can manually reset user's passwords by going to Cognito > User Pool > Delete User > Create User > Add to groups.

do you mean that by clicking "reset password" the mail with the code does not arrive right?
Various things can cause this (see https://aws.amazon.com/premiumsupport/knowledge-center/cognito-forgot-password/) in particular a non verified email in the cognito user pool can be the cause.
I just tried a reset password and worked.
Can you try again and let me know if this is still broken on your side or not?
Ok, here's what it looks like in cognito for me:

You'll note that the email is confirmed but not verified. Not sure what that means. I setup the account in the typical way.
Gotcha, I think we may need to do something to verify the mail for the CF created user, tracking this in our backlog
