Deploying this CDK v2 to an account that requires boundary policies

Hello! In my Org we have to specify permission boundaries while creating IAM Roles. I were to Bootstrap CDK like in this article https://aws.amazon.com/blogs/mt/how-to-deploy-cdk-v2-to-an-account-that-requires-boundary-policies/

May you please check if code is also compatible with permission boundaries. Another point - how can I specify that VPC is already existing and I don't need to deploy new (my org doesn't allow VPC creation, only via central internal API)
