Custom Resource failed to stabilize in expected time

I am getting the "Custom Resource failed to stabilize in expected time" error while launching S3 using the sample product.

Has anyone else faced the same issue?

@chapmancl , the Issue " Custom Resource failed to stabilize in expected time" still available in-branch upgrade-TF-12. I have tested this via a single account setup.
