[Deployment] Provide mechanism to manage stack from local workstation

We need to make it easier to delete entire stack and update services individually from local workstation.

After exporting amplify-managed resources to Parameter Store, we could manipulate them locally to allow changes to the stack more easily - That is, support fetching root stack name and update stacks to use Param store instead
