Deploying to some regions (e.g af-south-1) fails due to unsupported S3 bucket transfer acceleration

Observed behavior: Trying to deploy in af-south-1 fails with the following error

Root cause: Transfer acceleration is not supported in some regions . There is a workaround to set transferAcceleration to false for filesBucket in \lib\chatbot-api\chatbot-s3-buckets\index.ts.

To resolve this permanently, an would be to add this to the advanced setting in config.
